Leticia Peña Martinez
I am a public servant by heart and a business strategist by skill and I thrive on making all aspects of services and business work better, faster, and with value and I recognize that people are the means to making this happen.
My 20+ year career is a blend of public policy & administration and management consulting and is largely centralized around leading multi-dimensional strategic public/private partnerships focused on business development, strategic and operational transformation, marketing & public relations, and funds development and grants administration.
I have been honored to serve 15 years in leadership roles with current Texas Governor Greg Abbott’s Criminal Justice Division as Director of Justice Programs; with former Governors Rick Perry, George W. Bush, and Ann Richards in many roles that led to serving as Governor’s CJD Deputy Director administering >$500M in state-federal programs; as former Attorney General Greg Abbott’s Director of Office of Family Initiatives administering ~$60M in programs; and as consultant to Conservator and Deputy Commissioner to former-Texas Youth Commission.
I have the unique privilege of having obtained expert-level experience and training from two prestigious top-ten firms, Booz Allen Hamilton and Grant Thornton LLP. Both allowed me to develop business acumen to lead, serve, and consult to U.S. DoD, Air Force and Army agencies in areas of BRAC real estate, energy and environmental quality programs, public relations, information technology, program development for family services, and career programs for transitioning soldiers. Both also allowed me to expand into new markets in state and local, health (senior services), and Veteran services (pro bono).
In more than 20+ years, my service delivery areas expand to executive management; business development; strategic planning and communications, BPR, and change management; acquisition, procurement, and contracts management and p-systems; grants administration; criminal justice, public safety, and law enforcement; real estate transactions; information technology; health, human, and family services; and Veteran services; homeland and border security, water development and environmental restoration.
